About contest

Since ancient times the Moscow river constitutes a functional and urban planning structure of the Moscow City.

The town’s development  has always been closely linked to its location on the  banks of the Moscow river, which is the most important transport artery. At all times the Moscow river has constantly retained its importance for the city a little bit transforming the priorities of both the functional use of the water and its environment.

Today it’s time to formulate the current priorities of the development of the adjacent territories, taking into account general trends in the urban development  of the new urban structure and the current socio-economic reality.

Emerging trends in the role of coastal rivers and embankments in particular emphasized the relevance of the development of a common concept of the development of these territories.

The aim of the contest:

The achieving a general concept of development in a coherent system of interrelated areas adjacent to the Moscow river, turning  the river of  “barrier” in the “link” in the city structure.

As a result of the transformation of urban planning should be the raising the quality of the urban environment, urban efficiency potential of the territories adjacent to the river.

By solving the following tasks:

  • Reorganization of the embankments of the priority of formation of public spaces
  • Ensuring permeability and improving links  between adjacent areas and river
  • Improving the quality and comfort of the urban environment, improving  the appearance of the territories in order to improve the overall image of the city and making it more attractive for residents and tourists
  • Improving the environment through the rehabilitation of the river and its valley complex
  • Improvement of investment prospects for the relevant areas through the enhancement of market value of existing and planned real estate assets

Contest subject

The concept of urban development of the coastal areas of the Moscow River should include:

  1. PROGRAMME 2035.

    1.1.GENERAL CONCEPT IN THE ZONE OF INFLUENCE OF THE RIVER UP TO 2035.
    Project album with the ideology of the riverfront development and adjacent areas.  
     Each section contains the text and explanatory diagrams. Including basic approaches by industry: Ideology development of industrial areas, transportation frame, social infrastructure, housing stock, services, content and development of the basin of the Moscow River, New Life of cultural heritage sites, nature areas, tourist complex, and other.

    1.2 CONCEPT OF MOSCOW RIVER EMBANKMENT. Project album with the concept explains the basic approaches to the use of riverfronts, providing longitudinal and transverse links
    to environmentally friendly, comfortable, accessible and safe environment. The concept establishes a typology of embankments and defines the basic principles of each typological view, including the chapter "transportation/pedestrian" and "water front".  

  2. PROJECT PROPOSAL OF FIRST STAGE OF DEVELOPMENT.

    2.1. WATERFRONT IN FRONTIER OF THE GARDEN RING
    Project proposal to the territory of the embankments in frontier of the Garden Ring, specifying the typology of embankment scape, and specific design solutions to ensure unhindered access to the water and the organization of space for year-round activity.
     Integrated design solution consists of: an explanatory note with justification for proposals and schemes in a 1: 5000 scale, as well as key elements in a larger scale, including the divisions: transport, walking trails, access to water, cultural agenda, decoration and lighting, and other.

    2.2. AREAS OF THE FIRST STAGE.
    Detail of the concept development of priority areas including urban development, planning, transport, economic, landscape and other solutions, suggestions for improving the efficiency of the use of the territory, the definition of phases of the concept development and approximate economic model.
    Integrated design solution, with study of industry issues presented in each section in the volume: explanatory note proposals for the development division into stages - primary activities (2015 2016gg.) estimated (2017-2025 gg.), perspective (up to 2035 .), and maps (charts) describing the proposals for the development of M 1: 5 000.

Participants

The competition is open to all professionals in in the field of urban planning , architecture which can bring specialists in the field of transport infrastructure, cultural programming, economics, sociology and ecology in the team.

Type of the contest – international, two-stage.

Stage 1 – qualifying.

Result: selecting 6 teams who will take part in the stage 2.

Stage 2 – concept contest.

Result: determination of the winner and ranking.

Reward

Each of the 6 teams paid a reward of 111 000 $ with VAT as a compensation for the development of a concept.

Realization

Customer competition reaffirms his intention to develop a project based on the concept of urban development recognized as the best at the contest.

As part of the contest the participants convey to the customer only the rights  to use the concept of urban development  mainly linked to its promulgation and shall retain the exclusive right to the prepared concept of urban development.

The winner will be involved as a consultant in the further development of the project. The terms will be determined in the separate contract. The fee of the contract is 6 000 000 (six million) rubles.

About the territory

Geography

The Moscow river is main water artery of the city, it flows from the Northwest to the Southeast of the capital, linking the six administrative districts. Combined with the hilly terrain of the coastal areas of it, the river is the most important natural city-forming object.

The Moscow river is a left tributary of the Oka river. The first one’s length – 502 km, about 80 of them are located within the Moscow city.

Because of the hilly terrain and the erodibility of rocks that make up the soil (sand, clay, loam) the Moscow river forms several bends in the city with a variety of coastal landforms.

For the same bank, each of these bands elevated land (hills, capes) alternate with depressions. Usually high, concave in terms bank opposed convex in terms, low bank of the river.

The small width of the river (100-225 m) and the contrast heights of the banks make it possible to find a holistic solutions for them.

Due to the slow smooth flow the Moscow river is a good mirror for buildings standing on its banks.

These properties of the Moscow river were used in a different way throughout the history of the Moscow. They should be taken into account and now.

Existing land use

Within the boundaries there is in summary 10 400 hectares of territories of different functional use, specifically water surface occupies 1940 hectares, that is 18%.

By functionality coastal areas can be categorized:

  • dwelling – 10%
  • social – 11%
  • production – 25%
  • Nature and green spaces– 14%
  • transport – 10%
  • uncomfortable, undeveloped – 12%.

Within the city the Moscow river’s length – 83 km.

Length of the shoreline (in summary of the both banks) – 201 km.

The use of shore front is also diverse. In terms of the length of the shore front the biggest part take natural and green spaces – 34 % of the entire length of the coast, the next largest share – uncomfortable and undeveloped territory – 29%, production territories – 17%, social – 12% and dwelling – 8%. The use of shore front on different sides of the river is unevenly. Along the left bank dominate uncomfortable territories (1,7 km), along the right – natural (49 km), in island regions – undeveloped and production.
